The foreigners who hold positions at universities and their duty to submit vetting declaration

According to the Art. 4 unit 44 of the Act on revealing information about documents of state security organs from the period 1944-1990 (Act of October 18, 2006) and the content of the documents (Legal Journal no 218, item 1592 with later alternations) scientists and academic teachers are recognized as those who hold public positions. Therefore, the above mentioned persons, if born before August 1, 1972, are obliged to submit to IPN their vetting declaration.

In consideration of the above, the Vetting Office of IPN takes the view that foreigners holding higher public functions at Polish universities are obliged to submit vetting declarations with regard to cooperation with Polish state security organs as well as foreign civil or military institutions which operated within the same scope as the Polish ones (i.e. security organs operating in other communist countries).
The vetting declarations, collected by the university’s president, should be promptly sent to the IPN Vetting Office at Biuro Lustracyjne IPN, ul. Żurawia 4a, 00-503 Warszawa. Apart from name and surname one should indicate the legal grounds of the submitting i.e. specific item of the Act on revealing information about documents of state security organs from the period 1944-1990.
